Ukraine sends ceasefire conditions to Russia
Umerov, who led the Ukrainian delegation, shared on X that he handed over Ukraine’s document to the Russian delegation leader, confirming that Moscow received it. He expressed willingness to continue talks and is waiting for Russia’s response, hoping the next meeting will be productive and bring the parties closer to ending the conflict.
The Ukrainian minister reaffirmed Kiev’s readiness for an unconditional ceasefire but noted that Russia has yet to submit its memorandum, accusing Moscow of delaying the peace process.
Russia’s chief negotiator, Vladimir Medinsky, denied any stalling, stating on Telegram that he contacted Umerov to propose a date and place for exchanging memorandums. He confirmed Russia’s preparedness to begin serious discussions on a framework for a possible ceasefire.
Russian Foreign Minister Sergey Lavrov has suggested holding the next round of talks on June 2 in Istanbul. Kremlin spokesman Dmitry Peskov confirmed Russia is finalizing its memorandum but refused to discuss its details publicly, calling media discussions inappropriate.
President Vladimir Putin has outlined conditions for a full ceasefire, demanding that Ukraine halt mobilization, cease receiving foreign arms, withdraw troops from Russian territory, abandon NATO membership ambitions, and officially recognize Crimea and four other disputed regions as part of Russia.
